What is a Permit by Rule?
A Permit by Rule (PBR) is an air permit regulated by the Texas Commission of Environmental Quality (TCEQ) for facilities that produce more than a de minimis level of emissions but are not considered substantial contributors of environmental contaminants.
Permitting Scope
Our current system addresses APD-CERT, PI-7, and PI-7-CERT registrations under Permit By Rule for facilities in Texas. As we assess the market for our services, our calculations are limited to the following emission sources:
Fugitives, Burners (§106.352),
Maintenance, Startup and Shutdown (§106.359),
High Pressure Inlet Gas Flaring (§106.492), and
Engines and Turbines (§106.512)
